Every list of UK VPNs claims to be the best. This one is built on what you can check: where each provider actually puts servers in Britain, who audited its no-logs promise and when, which country's courts it answers to, and what it really costs once the first term ends. We read all of it on 28 October 2026.
Then we added the part most lists skip: what UK law and UK streaming rules mean for you, because a VPN changes less than the adverts suggest.

1. NordVPN: the most UK cities and servers
01
Best for The widest UK coverage
NordVPN's own public server list showed 853 UK servers on 28 October 2026: 655 in London, 119 in Manchester, 49 in Edinburgh and 30 in Glasgow. No other pick comes close on UK capacity, and its no-logs claims have been through six assurance checks, the latest by Deloitte with a report dated 12 December 2025.
Why it’s here
- Four UK cities, including two in Scotland
- Six independent no-logs assessments, most recently by Deloitte
- Up to 10 devices on one account, per its support pages
Watch out for
- Its pricing page sits behind a bot check, so we couldn't read a price today
- Refunds cover the first 30 days of a first purchase only, not renewals
- UK servers
- 853 (London 655, Manchester 119, Edinburgh 49, Glasgow 30)
- Worldwide
- 7,239 servers in 150 countries on its public list
- Based in
- Panama; parent company Nord Security in the Netherlands
- Refund window
- 30 days from first purchase
2. Surfshark: the household pick, every device covered
02
Best for Families and shared homes
Surfshark matches NordVPN city for city in Britain, with servers in London, Manchester, Edinburgh and Glasgow, and puts no limit on how many devices you connect. Deloitte has reviewed its no-logs statement twice, in January 2023 and again in June 2025.
Why it’s here
- No device limit, so one plan covers a whole household
- Two Scottish cities on its server list
- 30-day money-back guarantee
Watch out for
- Its pricing page set the currency from our location, so we couldn't read a £ price
- The pricing page doesn't print renewal amounts; check them at checkout
- UK cities
- London, Manchester, Edinburgh, Glasgow
- Worldwide
- 100 countries on its public server list
- Registered
- Surfshark B.V., Amsterdam, Netherlands
- Devices
- Unlimited

3. Proton VPN: the free start under Swiss law
03
Best for Trying a VPN for free, or wanting Swiss jurisdiction
Proton is the only pick with a genuinely free plan: one device, no data cap, but servers in 10 countries that Proton picks for you. Its paid VPN Plus covers 10 devices. Proton states 36 UK servers in London or Manchester, and Securitum has audited its no-logs policy every year from 2022 to 2026.
Why it’s here
- A free tier with no data limit
- Five consecutive yearly Securitum no-logs audits
- Swiss company, outside the UK's intelligence alliance
Watch out for
- Bills in US dollars, euros or Swiss francs only; no pounds
- Fewer UK cities than NordVPN or Surfshark
- The free plan chooses its server countries for you
- Paid plan
- VPN Plus, $3.49 a month: $83.76 for the first 24 months (about £63)
- Renews at
- $83.88 every 12 months (about £63)
- UK servers
- 36, in London or Manchester
- Refund window
- 30 days
4. ExpressVPN: seven UK locations, priced in dollars
04
Best for Choice of London exit points
ExpressVPN's location list names seven UK entries: London, Docklands, East London, Tottenham, Wembley, Manchester and the Midlands. KPMG assessed its privacy-policy claims as of 28 February 2025. The catch is cost: the order page lists every price in US dollars, and the monthly price rises by two-thirds at renewal.
Why it’s here
- Seven UK locations, most of them in London
- KPMG no-logs assessment as of 28 Feb 2025
- Basic plan covers 10 devices
Watch out for
- Priced in US dollars, so the pound cost moves with the exchange rate
- Basic renews at $99.95 a year (about £75) after the first 15 months
- First term
- Basic, $74.85 for 15 months, $4.99 a month (about £56)
- Renews at
- $99.95 a year
- Based in
- British Virgin Islands
- Refund window
- 30 days for new users
5. PIA: the cheapest month, with a Five Eyes catch
05
Best for The tightest budget
Private Internet Access is the cheapest monthly cost here at $2.03, about £1.52, if you commit to three years plus three free months, and it renews at the same $79 for three years. It lists London, Tottenham, Manchester and Southampton. The trade-off is jurisdiction: PIA describes itself as a US company.
Why it’s here
- Lowest cost per month of the five, with a flat renewal price
- Unlimited devices
- Deloitte has audited it three times (2022, 2024, 2025)
Watch out for
- US company, so US legal process applies to it
- The low price needs a 39-month commitment
- Long plan
- $79 for 3 years + 3 months, about £59
- Monthly plan
- $11.95 a month (about £8.97)
- UK locations
- London, Tottenham, Manchester, Southampton
- Based in
- Denver, Colorado, United States
Is a VPN legal in the UK?
Yes. No UK law bans personal VPN use, and after a year of debate the government said in July 2026 that it would not ban VPNs or put them behind age checks. A Lords amendment to bar under-18s from VPNs was overturned by the Commons in March 2026. Every step, with dates, is in our UK VPN law guide.
Two limits still apply. An offence stays an offence whatever connection you use. And private rules bind you: an employer can forbid VPNs on work kit, and a streaming service can turn VPN connections away.
The Investigatory Powers Act: what your provider keeps
The Investigatory Powers Act 2016, nicknamed the Snoopers' Charter, lets the Home Secretary serve a retention notice on a telecoms operator. Under section 87, that notice can require communications data to be kept for up to 12 months, and it needs a Judicial Commissioner's approval.
A VPN changes what your broadband or mobile provider can see in the first place. It sees an encrypted connection to a VPN server, its timing and its size, but not the sites inside it.
BBC iPlayer, ITVX and UK streaming: what changes, and what doesn't
At home in the UK you don't need a VPN for UK streaming. Connected to a UK server, services generally treat you as a UK viewer, but some refuse known VPN addresses, so pausing the VPN is the simple fix.
The licence rule doesn't move either. GOV.UK says you need a TV Licence to watch on-demand BBC programmes on iPlayer, and it costs £180. A VPN changes your network route, not that obligation.
What a UK VPN really costs in pounds
Here's the awkward part: most of these providers set the currency by where your connection comes from, and two of them don't bill in pounds at all. Proton's pricing page offers only Swiss francs, euros and US dollars. ExpressVPN's order page says all amounts are in US dollars.
So we converted the dollar prices we read on 28 October 2026 at the European Central Bank's reference rate for 27 October. Treat the pound figures as close estimates: tax may be added at checkout, and your card's exchange rate will differ slightly.
The orange bars are the ones to plan for. ExpressVPN rises by about two-thirds per month after the first term and Proton doubles, while PIA's three-year price renews unchanged. Set a calendar reminder a week before renewal and you can decide on the real price, not the launch offer.
Is there a good free VPN for the UK?
Proton VPN Free is the one we'd trust from this list: no data cap and no adverts, on one device. The limits are real, though. Proton picks the server countries for you from 10, so you can't count on a UK server, and speed is described as medium.
Free VPNs from unknown companies are a different story: someone pays for the servers. If you can't find who runs it, where it's based and whether anyone has audited it, skip it. Our legal basics explainer covers why the provider matters as much as the law.
