Canada is an easy place to use a VPN: no law against it, fast home internet, and providers queuing up to put servers in Toronto and Montreal. The real choices are about distance, jurisdiction and price.
So this list ranks five providers on facts we read on 28 October 2026: which Canadian cities each one serves, who audited its no-logs promise, which country it answers to, and what you'll pay in Canadian dollars once the intro deal ends.

PIA costs $2.03 a month, about C$2.84, on its three-year-plus-three-month plan, and renews at the same $79. It lists Toronto, Montreal, Vancouver and an Ontario region. But PIA is a US company headquartered in Denver, and the United States is one of Canada's Five Eyes partners.

Is a VPN legal in Canada?
Yes. No Canadian law restricts personal VPN use, and the federal government's own advice points people toward one: Get Cyber Safe says that if you use public Wi-Fi often, a VPN can be a safer solution.
The usual caveats apply. A VPN doesn't make an unlawful act lawful, and your employer, school or streaming service can set its own rules about VPNs on its network or platform. For how Canada compares with stricter countries, see our VPN law by country guide. Travelling from Canada? Start with our best VPN for travel picks, and check the legal status where you're going.
Canada and the Five Eyes: why your VPN's home country matters
Canada's signals agency, the Communications Security Establishment, calls itself a proud member of the Five Eyes, alongside Australia, New Zealand, the United Kingdom and the United States, in its 2024-2025 annual report.
That alliance is about intelligence sharing between governments. For you, the practical question is simpler: a VPN company has to answer to the courts where it's based. Four of our picks are based outside the five countries; PIA, as a US company, is inside. The UK and Australia are in the same alliance, so the same check runs through our best VPN for the UK and Australia guides.
CBC Gem and Canadian streaming with a VPN
At home in Canada, a VPN can get in the way of Canadian streaming rather than help it. CBC's help centre says CBC Gem is geofenced to Canada because of rights agreements, and it asks viewers to turn off VPN or proxy services when streaming.
If a service stops playing while your VPN is on, connect to a Canadian server or pause the VPN for that app. Split tunnelling, where your provider offers it, lets one app skip the tunnel.
What a Canadian VPN costs in Canadian dollars
None of the three providers whose prices we could read bill in Canadian dollars on the pages we saw: ExpressVPN says its amounts are in US dollars, and Proton offers francs, euros or dollars. Your bank's exchange rate and any foreign-transaction fee are added on top.
We converted the US-dollar prices read on 28 October 2026 at the European Central Bank's 27 October reference rate. The chart shows the gap that matters most: the intro price against the renewal price.
